Notable college-football drama has already unfolded in Louisiana this month, but CHAMP Titles scored a significant victory in the Bayou State this week.

The provider of digital systems of record for motor vehicle agencies announced the successful launch of its Driver Services platform for the Louisiana Office of Motor Vehicles (OMV).

The launch marks a historic first for both Louisiana and CHAMP.

For Louisiana, a new era in driver credential management begins, powered by a modern, cloud-native platform.

For CHAMP, it is the first statewide deployment of the company’s Driver Services solution, extending its modernization platform into one of state government’s most visible citizen-facing services.

The state’s vehicle services modernization, also through the CHAMP platform, remains on track for launch in 2027.

“We promised Louisianans shorter lines and an easier experience at the OMV, and today we’re delivering on that promise,” Gov. Jeff Landry said in a news release from CHAMP. “CHAMP gives folks a faster, simpler way to get the services they need, while cutting costs and inefficiencies that have plagued this system for over 50 years.

“This is what a modern, 21st century government should look like,” Landry said.

Through the new Driver Services platform, CHAMP highlighted Louisiana has replaced decades-old technology with a modern system designed to support driver licenses, identification cards, credential management, and future digital government services.

CHAMP — one of the sponsors of Used Car Week that begins on Nov. 16 in San Diego — added that the implementation provides a flexible platform for continuous improvement while strengthening operational efficiency, security, and service delivery.

“This is a defining moment for CHAMP,” chief executive officer Shane Bigelow said. “For years, we have helped states modernize vehicle services through digital titling, registration, and lien systems.

“Today, Louisiana becomes the first state to go live on our Driver Services platform. The state’s trust in our team made it possible to bring a new approach to driver credential management, creating a foundation for what’s next.” Bigelow continued.

The launch is the result of a close relationship involving CHAMP, Landry, his administration, the Louisiana OMV, the Louisiana Office of Technology Services (OTS), and stakeholders across the state.

Together, the organizations worked to modernize critical infrastructure while minimizing disruption to residents and OMV operations.

The Driver Services launch also advances Louisiana’s broader modernization roadmap.

CHAMP and the state will continue work toward implementing the Vehicle Services platform in 2027, creating an integrated environment that supports both driver and vehicle transactions through a unified modern architecture.

“Large government technology projects have earned a reputation for taking years longer than expected,” CHAMP chief technology and product officer Bo Shim said. “Louisiana challenged that expectation from day one.

“Together, we moved from contract signing to statewide launch in just over a year. Delivering on that timeline requires focus and trust across every organization involved, and it proves that modernization can happen much faster than many people think,” Shim went on to say.
