CHAMP is making notable headway in the Southeast.
Not long after getting more technology in motion in Louisiana, the provider of electronic and digital solutions to motor vehicle agencies said last week that it now is providing the electronic titling technology supporting South Carolina’s Digital Government Services initiative with Tyler Technologies.
CHAMP highlighted the development is enabling electronic vehicle titles for dealer reassignment transactions and helping transform how vehicle ownership records are managed and transferred between licensed dealerships.
Following recent legislative action establishing a pathway toward an electronic titling system, CHAMP said South Carolina is investing in a modern approach to vehicle ownership designed to improve service delivery and better meet the needs of dealers, state administrators, and industry stakeholders.
The program will use CHAMP’s Electronic Titling capabilities to support paperless dealer reassignment title transactions and electronic titles (e-titles) in replacement of traditional paper titles when desired.
While often referred to as digital titles, the company explained this version of E-titles will allow for enhanced functionality and convenience, while also improving security.

“This groundbreaking innovation will help streamline title processing, and support more efficient operations across the state,” CHAMP said in a news release.
By replacing paper titles with secure electronic records for dealer reassignments, CHAMP said South Carolina is taking a significant step toward a more modern title administration process.
The state’s new e-titles create a single, authoritative ownership record maintained by the state, reducing reliance on physical documents while preserving the ability to issue paper titles when needed. In most other states, what is known as an electronic title conducts the process of titling a vehicle online but always results in a traditional paper title that is mailed to the owner, a time-consuming process that is vulnerable to misfiling, damage, and other mishaps.
The approach in South Carolina can strengthen security, reduce opportunities for fraud, and streamline how ownership information is managed and exchanged during dealer-to-dealer title transfers.
“Vehicle ownership shouldn’t depend on paper moving from desk to desk,” CHAMP CEO Shane Bigelow said. “South Carolina recognizes that modern vehicle services require modern infrastructure. By issuing electronic titles for dealer reassignment transactions, the South Carolina Department of Motor Vehicles is creating a stronger foundation for how ownership and vehicle services will operate in the years ahead.”
South Carolina joins a growing number of states transforming their motor vehicle agencies through digital infrastructure.
CHAMP’s technology supports driver and vehicle services for more than 46 million Americans across West Virginia, New Jersey, Kentucky, Illinois, Rhode Island, Louisiana, Kansas, and Connecticut.
